NTMC

The National Traffic Management Centre (NCUP) obtains all available data on national road conditions and traffic on them and analyses and processes them. The NTMC aims to serve primarily as a data warehouse for all available traffic data and transport infrastructure. It will provide all services necessary within Intelligent Transport Systems (ITS) and information needed for traffic control and management.
The NTMC provides access to all services and data on the NAP portal, which is a single national access point to traffic data. Users, providers and developers of services and applications are able to access verified and reliable data on traffic and transport infrastructure. On the portal, they can also facilitate access to their static and dynamic data.

Traffic Management Integration in the National Traffic Management Centre

Preliminary activities for the establishment of the new National Traffic Management Centre (NTMC) were performed in 2015-2016 and involved the infrastructure roll-out, the NTMC premises and the basic computer equipment.

The project of traffic management integration in the NTMC was the next step towards setting up the centre, which seeks to improve the accessibility of the transport network, increase the mobility of road users and improve road safety, as well as reduce the negative environmental impacts of the national transport network.

The NTMC aims to serve primarily as a data warehouse for all traffic data available and to provide all services necessary within Intelligent Transport Systems (ITS) and information needed for traffic control and management.

In order to achieve the above NTMC goals, the following activities were carried out within the project:

  • Establishment of a traffic data warehouse;
  • Creation and operational functioning of a macroscopic and dynamic simulation transport model;
  • Obtaining big data on the movement of vehicles;
  • National access point to road and traffic data;
  • Engineering, technical support and knowledge transfer;
  • Project management.

Dynamic traffic data is obtained from vehicles and infrastructure equipped with the ITS technology. This data is used in traffic management, and real-time traffic information is provided via a standardized data exchange format – DATEX II.

The project contributes to the establishment of integrated centralised traffic management in a sustainable manner and to the improvement of traffic information services. The level of monitoring and management of traffic and the provision of real-time information has improved. Trans-European interoperability and connections of services are ensured. The project also helped improving the cross-border cooperation through international traffic management plans and cross-border exchange of traffic information with neighbouring countries.

Traffic Management Integration in the National Traffic Management Centre 2

The Action "Traffic Management Integration in the National Traffic Management Centre 2" will provide an information environment for monitoring and management of traffic and providing information on traffic, which will enable attainment of the set goals: improving mobility, accessibility and traffic safety, and reducing environmental burden. The attainment of these golas will ensure traffic management in a sustainable manner and improve traffic information services for end users.

The goals will be attainded by means of the following piloting Action Activities:

  • Traffic geographic information system;
  • National road traffic information centre;
  • Multimodal services;
  • National coordination of road traffic measures;
  • C-ITS 3G/4G/LTE connected vehicle and cloud information services;
  • Digital Transport Infrastructure;
  • IT equipment;
  • Engineering, technical support and transfer of knowledge;
  • Project management and communication.

The attainment of the set goals will increase the level of monitoring and management of traffic and provision of information in traffic real time and will provide pan-European interoperable and continuous services with the respect of directives and standards. The existing cross-border cooperation with international traffic management plans and cross-border exchange of traffic information with the neighboring countries will also be improved.

The goals of the European guidelines and requirements from Directive 2010/40/EU and the national legislation and strategic documents such as the Roads Act (ZCes-1) (Official Gazette of the Republic of Slovenia, 109/2010, 48/2012) and the Transport Development Strategy of the Republic of Slovenia (July 2015) will be attained with the implementation of the project. The project will contribute to the development of the European ITS network with the deployment of services and bring social benefits.
