Coordination of National Access Points for NAPCORE-X Data

The NAPCORE-X project (NAPCORE – the National Access Point Coordination Organisation for Europe) represents the next phase of the NAPCORE platform’s development (NAPCORE | National Access Point Coordination Organisation for Europe). Its main goal is to support the digital transformation of mobility and to ensure a harmonized and interoperable exchange of mobility data across Europe, which is essential for safe, sustainable, and efficient mobility.

The project focuses on supporting the implementation of requirements for ensuring the accuracy and accessibility of data on infrastructure, traffic, and road safety, as well as on developing guidelines and recommendations for upgrading national access points.

The eligibility and relevance of the NAPCORE-X project stem from the revised Intelligent Transport Systems (ITS) Directive 2010/40/EU (EUR-Lex - 02010L0040-20231220 - EN - EUR-Lex), which defines the cooperation and coordination of EU Member States in exchanging mobility data through national access points for transport data. NAPCORE, enabled by this project, serves as the organizational structure for this coordination.

The objectives of NAPCORE are:

  • To coordinate the operational aspects of the implementation of the ITS Directive (Article 5.3) among Member States.
  • To advise the European Commission and Member States on the impacts of current and future legislation related to mobility data.
  • To monitor, evaluate, and propose measures concerning relevant European technological and societal developments, and to follow global trends in the field of mobility data.
  • To establish coordination mechanisms and facilitate cooperation among relevant stakeholders.
  • To develop and provide tools and processes, as well as to exchange best practices to support national access points and national authorities at the European level.
  • To share findings and results both within and beyond the NAPCORE community to ensure broader awareness and alignment among stakeholders.

The final outcome of the project will be a more harmonized exchange of mobility data across Europe, supported by a robust data standard architecture (e.g., DATEX II, mobilityDCAT-AP) and effective coordination among Member States.

The project started on 1 July 2025 and will run for 30 months, until 31 December 2027. The project coordinator is the German Federal Highway Research Institute (BASt), and it involves 59 partners from all EU Member States. Slovenian partners in the project are the Ministry of Infrastructure (SI-MZI) and the University of Maribor, Faculty of Civil Engineering, Transportation Engineering and Architecture (FGPA).
