ID Registration Organisation (IDRO)

Mission

In Slovenia IDRO is organised as a Registration Office for ID codes as a part of Ministry of Infrastructure. The mission of the Registration Office is to record and register charging and refuelling points and stakeholders in the field of infrastructure for alternative fuels in transport. The aim of recording is the provision of a comprehensive and reliable database on:
  • charging infrastructure operators and refuelling service providers for alternative fuels in transport;
  • the charging and refuelling infrastructure for alternative fuels in transport which will be available to end users, product developers, decision makers and other business entities for use and re-use through the web portal of the National Access Point – NAP.
The activities of the Registration Office started with the registration of IDs of charging point operators for electric vehicles (CPO ID) and mobility service providers (MSP ID) and the registration of ID codes of charging points for electric vehicles (EVSE ID). In the future, activities will also be implemented in the field of refuelling infrastructure for other alternative fuels in transport – hydrogen, compressed and liquefied natural gas, and liquefied petroleum gas.

Registration of IDs with the PROMETEJ application

PROMETEJ is a computer application for ID registration which enables the operators of the electric vehicle charging infrastructure and mobility service operators to register all types of IDs promptly and effectively.
Stakeholders obliged to register ID codes are:
  • charging point operators – CPO IDs and EVSE IDs
  • mobility service providers – MSP IDs
Owners of the charging infrastructure for electric vehicles and the owners/tenants of the land on which the charging infrastructure/refuelling infrastructure for alternative fuels in transport is provided; they are not active stakeholders in registration procedures.

Types of IDs in e-mobility

CPO ID (Charge Point Operator Identifier)
A CPO ID is the 5-character code of a charging point operator. The first 2 characters represent the code of the country issuing the ID (the code for Slovenia is SI), and the next 3 are alpha-numeric characters that are suggested by the charging point operator.

MSP ID (Mobility Service Provider Identifier)
A MSP ID is the 5-character code of a mobility service provider. The first 2 characters represent the code of the country issuing the ID code (the code for Slovenia is SI), and the next 3 are alpha-numeric characters that are suggested by the mobility service provider.

EVSE ID (Electric Vehicle Supply Equipment Identifier)
The EVSE ID is the code of a charging point. It consists of the CPO ID (the first 5 characters), the ID type “E” in the 6th position of the code, and from the 7th position onwards, the ID code consists of a maximum of 30 alpha-numeric characters suggested by the charging point operator.

EMA ID (E-Mobility Account Identifier)
The EMA ID is the code of a business relationship between the end user, an electric vehicle driver and the mobility service provider. It consists of the MSP ID (the first 5 characters), the ID type “C” in the 6th position of the code, and from the 7th position onwards, the ID code consists of a maximum of 8 alpha-numeric characters suggested by the mobility service provider. An additional control alpha-numeric character may follow at the end (optional).

ID Registration Repository (IDRR)

IDRR EU is international web portal providing general information about IDs and IDROs. Primarily it’s related to B2B purposes. Companies and organisations that are active or want to become active in the e-mobility area can get information and IDs.
The purpose and role of the IDRR is:
  • to provide general information about IDs and IDROs;
  • to provide general information about purpose and usage of IDs and cost, including support for companies and organizations;
  • to manage IDs on behalf of countries who do not have their own IDRO;
  • to provide overview of all national IDROs, contact details and their websites;
  • to provide link to the national ID overviews;
  • to manage community of IDROs.
